What a frozen outdoor heat pump actually means
A heat pump outdoor unit can show a light, even frost during cold weather and still be operating normally. What is not normal is thick ice on the coil, fan guard, cabinet, or base pan that stays in place for hours, grows from day to day, or leaves the fan hitting ice. That points to a problem with airflow, refrigerant conditions, or the defrost system rather than ordinary winter operation.
What you can observe to narrow it down
If the coil is packed with leaves, cottonwood, grass clippings, or windblown debris, restricted airflow is a leading suspect. If the outdoor unit is clean but the entire coil becomes white and solid after a cold, damp night and never seems to clear, a defrost problem moves higher on the list. If ice starts on one section of the coil or refrigerant line and then spreads, low refrigerant is more likely than simple weather-related frost.
Look at the pattern of the ice. Ice concentrated around the bottom of the unit or base pan often means defrost water is refreezing and building upward. Uneven icing with a fan that is slow, noisy, or not running steadily can point to an outdoor fan motor or capacitor problem, because the coil is not getting the airflow it needs.

Turn the thermostat system setting to OFF so the outdoor unit can thaw completely and the compressor is not forced to run while the coil is iced over.
