It is typically still receiving a call for heat, but either the call is not ending when it should or the heat being made is not reaching the living space efficiently enough to satisfy the thermostat. That is why this symptom often shows up as radiators staying warm for hours, baseboards heating unevenly, or indoor temperature climbing very slowly instead of the boiler cycling off normally.

How to narrow down the cause from what you can observe

Start with the thermostat behavior. If you lower the thermostat several degrees below the current room temperature and the boiler keeps firing or the same zone pump keeps running for more than a few minutes, the problem is often a stuck zone valve, relay, circulator, or control wiring issue rather than normal heat demand. If the burner does shut off but comfort is still poor, look at the radiators or baseboards: rooms with cold spots, gurgling, or one radiator hot at the bottom and cool at the top point more toward trapped air or circulation problems than a thermostat issue.
